A $407 million mixed-use development that would bring a hotel, nearly 750 housing units, and more than 100,000 square feet of commercial space to Grand River Avenue gets its first formal airing before Novi City Council on Monday, July 27.
Blair Bowman Jr., owner of the Vibe Credit Union Showplace, is proposing to redevelop roughly 55 acres of post-industrial land west of the expo center into a project called Novi City West. The plan includes a 225-room Cambria Hotel, for-sale townhomes built by Pulte Homes, a neuro-inclusive residential community developed by Three Oaks Communities (housing designed for adults with autism and other neurological differences), mid-rise rental apartments, a specialty grocer, restaurants, office space, and a pedestrian bridge connecting the pieces.

The project would tap Michigan's Transformational Brownfield Program, a state financing tool that lets developers capture newly generated income, payroll, and sales taxes from a redeveloped site to offset eligible costs. The state renewed the TBP in the fiscal year 2026-27 budget, according to the city's agenda packet. Approval would require sign-off from Novi's Brownfield Redevelopment Authority, the City Council, the Michigan Strategic Fund, and the Michigan Economic Development Corporation.
Financial projections in the council packet estimate the city currently collects about $305,000 a year from the site. After buildout, projected around 2031, annual net city revenue would rise to $1.37 million, climbing to $2.77 million once TBP incentives expire around 2060. The developer projects roughly 1,000 construction jobs and more than 410 permanent positions.
Camelot Parc Townhomes up for final vote
Also Monday, the council is expected to give final approval to Camelot Parc Townhomes, a 22-unit for-sale development proposed by Avalon Investment Group LLC on 8.24 acres east of Wixom Road, south of the Novi Promenade Shopping Center.
Council denied a previous proposal for 46 apartments on the same site in 2023. Avalon submitted a scaled-down plan that puts units in five two-story buildings with two-car garages and places conservation easements over roughly 4.25 acres of wetland and woodland. The developer has also committed $30,000 toward pavilion and restroom improvements at the adjacent Wildlife Woods Park.
The Planning Commission recommended approval after a public hearing on Wednesday, September 10, 2025. Council granted tentative approval on Monday, March 23, 2026.
Michigan State Fair returns to Novi in September
The consent agenda includes a resolution authorizing the 2026 Michigan State Fair at the Vibe Credit Union Showplace, 46100 Grand River Ave., from Wednesday, September 2 through Monday, September 7. Opening night hours are 5:30-10 p.m., with daily hours of 10 a.m. to 8 p.m. through Labor Day. Peak-day attendance is capped at 17,000. The fair includes Monster Truck performances, with mufflers and dampeners required under the city's resolution as a noise-mitigation measure.
The fair traces its roots to 1849 in Detroit and ran for 150 years before shutting down in 2009. It restarted in 2012 at the Suburban Collection Showplace and continues under the Michigan State Fair name.
Round One Entertainment headed to Twelve Oaks Mall
The council is also set to approve a liquor license transfer for Round One Entertainment Inc., which is building a family entertainment center at Twelve Oaks Mall, 27600 Novi Road. The facility will offer bowling, arcade games, billiards, karaoke, pickleball, and a full food and drink menu. Round One operates more than 50 U.S. locations; the Novi spot will be its second in Michigan after Auburn Hills.
Construction is underway. A public hearing on the special land use was held Thursday, July 9.
The Monday, July 27 meeting begins at 7 p.m. in the Council Chambers at the Novi Civic Center, 45175 Ten Mile Road. Vote outcomes will be reported after the meeting.
